That the said Treasurer pay to Capt Alien McLain of Lt Colo Lee's
Legion two hundred pounds of the new Emission for the purpose of
defraying the necessary Expences in the Execution of the Resolution
of the General Assembly of the 2d December last and to be charged
to the Honorable Majr General Greene Commanding in the Southern
Department.
That the said Treasurer pay to Thomas Gray Two hundred pounds
of the same Emission to be delivered over to Patrick Sim Smith
Commissary of Purchases for Calvert County on Account.
That the Commissary of Stores deliver to Colo Edward Tillard
and Lieut. James Winchester each a Suit of Cloaths and four Shirts
for the year 1780.
That the Issuing Commissary deliver to Colo Tillard Lieutt James
Winchester and Rezin Davis, each, twenty four Gallons of Rum and
ninety six pounds of sugar for the year 1780.
This Board having considered General Gists Letter of the 16th
Instant relative to the Settlement of his Account with the State, and
the particular Circumstance of his Books and papers having fallen
into the Hands of the Enemy, which has rendered it impracticable
for him to account in the usual and accustomed Manner, for the
Money deposited with him by the State to be expended in the
Recruiting service; are of opinion that the Auditor may settle General
Gists account on his Oath The General having first Satisfied him by
his own Oath or the Testimony of a credible Witness, that his Books
and papers did fall into the Enemy's Hands.

The General Assembly have requested us to establish a Chain of
Expresses from Point Look out to this City for the Purpose of com-
municating Intelligence of the operations of and Movements of the
Enemy to us with the greatest Speed. Your convenient situation and
Readiness to contribute your Assistance for the Defense of the State
on all Occasions have induced us to apply to you to employ an Active
Diligent and trusty Person to ride Day and Night from Point Look
out to Annapolis who is to be ready to set off at any Hour with such
Dispatches as you may deliver him. Whenever you are apprised of
any Movement of the Enemy up the Bay or their Intention to operate
against this State of which the common Safety of the Inhabitants
require we should be informed. We entreat you will communicate it
by such expresses without any Delay; whatsoever you agree to pay
the Express for his Trouble and all other expences which may arise
in conducting shall be faithfully and punctually discharged.
