in Case they come, we impower you to do, with the Consent
of the Government of Virginia. We should imagine it proper
that some Officer should compare the Marks and Numbers of
the Packages of the Wearing Apparel and the Particulars of
the Household Furniture with the Invoice, to prevent any
Goods being brought in not licensed, or any Suspicion of it.

Comr of the Brigantine the Lively 90 Tons burthen mounting
10 Car. Guns, 2 Swivels and 10 small Arms belonging to
Robt Morris & Nisbett of Phila & Stephen Steward of Mary-
land.

In Council Annapolis 31st May 1779
Sir
We think it will be the best Way to send the Recruits
forward through this Place, from whence they may go by
Water to the Head of Elk. If the Enemy should visit us, some
of our old Regular Troops would be very desirable, the new
raised Recruits would be much the same as Militia, of the latter
we may have more than we have Arms for. We have ordered
18 Coatees, 18r Overalls & 18 pr Shoes; we have not Shirts
nor can we spare Hats. We have drawn £250 to be placed
in Mr Turner's Hands to purchase Provisions for the Recruits,
if he does not incline to accept it, we shall be obliged to you
to appoint some Body else.

We have had the Pork brought over by the Genl Small-
wood, overhauled; from the Account we have of it, we hope
there will be but very little Loss. Our Boats are now very
much employed; if you have any Opportunity, we shall be
obliged to you to send us what remains with you. A Part
of your ill Success, we believe, may be attributed to the
unfavourable Weather We are &ca
