[Council to S. Smith.]
In Council 2d June 1778.
Sir.
The Independence Galley is now gone to Cambridge for a
Number of Tents belonging to the Continent, to be delivered
at the Head of Elk; we also forwarded from the same Place,
about three hundred Stand of Arms belonging to the Con-
tinent which we designed for the Maryland Troops, under-
standing none in the Continental Service are more in Want.
We shall be obliged to you to contrive that these Arms and
Tents, immediately on their being landed at the Head of Elk,
be forwarded to the Maryland Division and we request Colo
Henry Hollingsworth's Assistance to the Officer you may send
on this Business. The Blankets which go in the Galley we
understand, belong to Virginia.
We are &ca

[Council to Delegates in Congress.]
In Council 2d June 1778.
Gent
This will be delivered to you by Lt Colo Saml Smith, who
promises to take York in his Way on purpose to deliver it.
Our giving you this Trouble is occasioned by the repeated
Complaint we have, that a great Part of the Maryland Troops
are without Arms and many of them almost naked. From
what we learn or collect, our Troops have not drawn any
Cloathing at all from the Continent. We have strugled all in
our Power, but are tired of being taken in for a large share
of the Public Expence, which is enhanced too by the Con-
tinental Officers overbidding us, and providing separately for
our own. We request you to obtain an Order of the Board
of War on the Commissary of Cloathing for 1000 Suits of
Cloaths and Hats, 2000 Shirts and 1500 Blankets, to be
delivered to Mr John Randall, who we have appointed to
deliver out Cloathing to our Soldiers and that, if the Articles
are not ready, the Order may bind the first that are. We have
also sent to Cambridge for a Number of Continental Tents ;
we have requested Colo Smith to see that they are forwarded
