Member, House of Delegates, 1955-63.  Member, Ways & Means Committee (Budget Committee).
Member of Senate, 1967-94.  Member Budget and Taxation Committee, (Chair, Capital Budget Subcommittee; Member, Subcommittee on Public Safety, Transportation, Economic Development and Natural Resources); Executive Nominations Committee; Rules Policy Committee; AELR Committee.

Private Career and Other Public Service:
Served in U.S. Air Force in World War II, 1943-45.  Pilot, 8th Air Force (England); 490th BG (Bombing Group).  Decorations:  Distinguished Flying Cross (DFC); Air Medal and five clusters.  Dairy Farmer and Real Estate Broker.  Member, Frederick County Farm Bureau.  Past President, Capitol Milk Producers Cooperative, Inc.  Past President, New Windsor State Bank.  Past President, Libertytown-Unionville Lions Club.  Director, National Museum of Civil War Medicine.  First Citizen Award, 1995.
