Born in New York, NY, September 2, 1938.  Attended Washington, D.C., and Prince George's County parochial and public schools; University of Maryland, B.S., Electrical Engineering, 1968; University of Maryland School of Law, J.D., 1972.  Admitted to the Maryland Bar, 1972.

General Assembly:
Member of Senate, 1975-95.  Deputy Majority Leader. Chair, Finance Committee.  Vice-Chair, Judicial Proceedings Committee.  Member, Executive Nominations Committee; Rules Committee; Legislative Policy Committee; Joint Budget and Audit Committee; Spending Affordability Committee; Tort and Insurance Reform Oversight Committee.  Senate Chair, Joint Committee on Health Care Cost Containment; Special Joint Committee on the Medical Assistance Program; Special Joint Committee on Energy Pricing.

Private Career and Other Public Service:
Served in U.S. Air Force, 1961-64.  Former Law Clerk for Judge Robert B. Mathias.  Former Associate Judge, Prince George's County Circuit Court.  Chair, State Workers' Compensation Commission.  Member, Maryland State and Prince George's County Bar Associations; Maryland Trial Lawyers Association.  Member, Advisory Board for Rape and Sexual Offenses; Child Support Enforcement Advisory Council. Member, American Legion; BPOE; Irish-American Club.
