Born in Philadelphia, June 30, 1907. Attended Baltimore public schools; University of Baltimore, LL.B., 1929. Admitted to the Maryland Bar, 1930. Married; two sons.

Member of Senate, 1968-70. Judicial Proceedings Committee.
Private Career and Other Public Service:
Continuously and presently engaged in the practice of law. Member,
Zoning Board of Baltimore City, 1942-47; Board of Municipal and Zoning
Appeals, 1947-62. Past member, Democratic State Central Committee.
Member, Maryland and Baltimore City Bar Associations. Past Grand
Counselor to Independent Order B'rith Sholem. Past member, Jewish
Big Brother League. Member, Chizuk Amuno congregation; Bonnie View
Country Club; numerous lodges and charitable organizations.
Personal Comments and Observations:
"While serving in the Senate, I was appointed to
the Judicial Proceedings Committee and actively participated in matters
that came before it. During sessions, [I] was frequently called upon
by the President for an opinion on the legality of proposals in bills.
I probably did not contribute anything of special value other than an earnest
and sincere unbiased consideration to all legislation and other matters
requiring its attention. I was impressed with the speeches and orations
of some of my brother members, especially the wit, humor and sincerity
of those delivered by Senator Paul Bailey.
"As to humorous moments: many of the discussions
made on the floor were humorous due to the ineptness and lack of knowledge
and understanding of the person discussing same. Others were excellent,
sensible and worthwhile discussion, which contained pleasant and applicable
humor. Among the latter were discussions by Senator Paul Bailey who,
although a Republican, his discussions on matters almost always included
enjoyable humor. Senator Jim Pine also. His discussions were
more serious, but they usually included harmless humor.
"It was a privilege to have been a member of the
Senate and I shall remember to the end of my days many of those who were
there with me."
