About the Editors

David R. Owen is a member of the Bar of Maryland and of the Supreme Court and practiced in the admiralty for 35 years. He received his B.A., M.A. and LL.B. from the University of Virginia. Since retiring in 1983 he has devoted his efforts to the academic side of the maritime law, writing numerous articles appearing in law journals in the United States, England, Canada, and Japan.

Michael C. Tolley is associate professor of political science at Northeastern University in Boston, Massachusetts. He graduated from Swarthmore College and received his M.A. and Ph.D. from The Johns Hopkins University. He is author of State Constitutionalism in Maryland and articles on law, legal history and the judicial process.
