Member, House of Delegates, 1947-69. Chair, Aviation, Civil Defense and Agriculture Committees; Democrat House Caucus. Speaker Pro-Tem, 1959-69. Member, Legislative Council.

Chair, Maryland State Water Study Commission; Member, National Council Committee on Traffic Safety.

Born in Salisbury, April 5, 1911. Died in Salisbury, August 9, 1998. Attended Salisbury public schools; William and Mary College; Strayer's Business College. Served as a military police officer in the U.S. Army during World War II and discharged with the rank of Sergeant in 1945.  Businessman. Member of Trinity United Methodist Church, Salisbury. Member of Rotary Club of Salisbury. Married Rebecca Beach, 1941; two sons, Edward Homer White III of Mardela Springs, and John Morgan and his wife, Robyn, of Salisbury; two grandchildren, Garrett Edward and Taylor Rebecca White; one sister, Lella White Clark of Baltimore; several nieces and nephews.
