1. Writs were initially issued for this to be an elected Assembly, but it in fact became a General Assembly for all freemen or their proxies.

2. At least twenty-nine other men, who never attended personally, were represented by proxies.

3. These men were elected burgesses from Kent Isle with proxies for all of the inhabitants.
