THE 1863 ANNUAL REPORT INDICATES THAT THE HYDROGRAPHY WAS DONE PRIMARILY BY LIEUT. COMDG. T.S. PHELPS IN THE STEAMER CORWIN. REGARDING THE BOTTOMS, PHELPS REPORTED THAT THE LUMPS ON THE BOTTOMS BETWEEN CEDAR POINT AND COB POINT ARE ABRUPT AND MOSTLY CONE SHAPED AND COMPOSED PRINCIPALLY OF OYSTERS AND SAND. TEN FEET WAS THE LEAST WATER FOUND ON THEM. HE REPORTED FURTHER THAT "THE SOUTHERN BANK OF THE POTOMAC WAS TRAVERSED BY BANDS OF REBEL SOLDIERS WHILE THE PARTY IN THE CORWIN WAS PROSECUTING THE HYDROGRAPHY, BUT THOUGH OFTEN WITHIN GUNSHOT, THE BOAT PARTIES WERE IN NO INSTANCE MOLESTED. THESE BANDS WERE SUPPOSED TO BE CONCERNED IN RECEIVING AND AIDING THE CONTRABAND TRAFFIC ACROSS THE RIVER. THE BANDS UNDOUBTEDLY ACCOUNT FOR THE INCOMPLETE TOPOGRAPHY OF THE SOUTHERN SHORE.
IN THE 1868 USCS ANNUAL REPORT TO CONGRESS, A NEW VERSION ON THE SAME PLATE WAS ISSUED WITH MUCH MORE COMPLETE INFORMATION. IN DECEMBER, 1877 A NEW PLATE, # 1171, WAS ISSUED AND A MORE COMPLETE EDITION PUBLISHED. THAT PLATE WAS TWICE REVISED THROUGH AUGUST, 1906 BEFORE BEING CANCELLED AND REPLACED BY CHART 558.
