To His excelencency Phillip Francis Thomas

Sir enclosed in this Petition of Sundry Citizens of Baltimore City: who
are Generally near neighbours of Mrs. Ann Mathews: and thereby pretty well
calculated to form an opinion of the character of the Said Mrs. Mathews:
whose character I have no doubt is of the worst kind, as she is a perfect
pest to the community at Large. Hover I will not Trouble your excelency
Further upon the Subject: as the petition speaks For it self and your exclency
is amply calculated to See through the Matter.
I Still remain your Friend and Honble
