Governor-elect Ehrlich Announces Nominees for Key Cabinet Positions
Governor-elect Robert
L. Ehrlich, Jr., today announced key Cabinet-level nominees
to his team including Audrey E. Scott as Secretary of
Planning and Boyd K. Rutherford as Secretary of Department
of General Services.
Audrey E. Scott, 67, will be named
Secretary of Planning to the Ehrlich-Steele Administration.
Scott served as a member of the Prince George’s
County Council from December 1994-December 2002, representing
the 4th Council District which includes Bowie, Greenbelt,
Seabrook, Lanham and Glenn Dale. Scott was the sole
Republican on the County Council, as well as the first
Republican elected in 28 years. Earlier in her career,
Scott was a member of the Bowie City Council and was
later elected for three terms as the first woman Mayor
of Maryland’s third largest city. Scott was later
appointed to the U.S. Department of Housing and Urban
Development as Special Assistant in Community Planning
and Development, eventually being promoted to General
Deputy Assistant Secretary. Her various achievements
include the title of a Maryland Woman of Achievement.
Scott received her Bachelor of Arts from Tufts University
and her Master of Arts from George Washington University.
She resides in Bowie with her husband John, where they
raised four sons.
“Audrey Scott is an example of the type of leadership
we want to re-establish in State government. Her countless
executive positions in both government and community
organizations have earned her a place in my Administration,”
said Governor-elect Bob Ehrlich.
The principle functions of the Department of Planning
are to develop and coordinate plans for the overall
growth and development of the State by both the public
and private sectors and to monitor the implementation
of those plans.
Boyd K. Rutherford, 45, will be named
Secretary of Department of General Services. President
George W. Bush appointed Rutherford associate administrator
for the U.S. General Services Administration’s
Office of Small Business Utilization in 2001. In 2002,
he took on the additional responsibility as associate
administrator for the Office of Performance Improvement.
Rutherford has extensive legal and business experience
including service in the fields of sales, practice of
law and small and minority business development. Rutherford
graduated from Howard University in 1979 with a bachelor's
degree in economics and political science. He holds
a law degree and a master's degree in communications
management from the University of Southern California.
His legal experience includes formerly practicing law
in California, Washington, D.C. and Baltimore. He resides
in Columbia, Maryland with his wife and three children.
“Boyd Rutherford has a history of helping dreams
become reality. I am confident that as the leader of
the department that serves as the backbone of other
State agencies, he will help Maryland achieve our dreams,”
said Governor-elect Ehrlich.
The Department of General Services provides a variety
of functions including planning, design, and construction
management, facilities maintenance, procurement of goods
and services, receipt and distribution of excess property,
and provision of real estate services.
