U.S. Opens Online Portal to Rulemaking

Web Site Invites Wider Participation in the Regulatory Process (Washington Post, Jan. 23). With the introduction today of www.regulation.gov, the Bush administration is taking the first step to expand this budding interest in electronic rulemaking to the entire government and populace. The goal is to enable anyone with a computer and Internet access to find every federal regulation that is open for comment, read it and submit their views.

Paula Translates Speech into Sign Language

Paula is a computer-generated synthetic interpreter capable of translating spoken English into American Sign Language (ASL). Using speech recognition, the animated figure of Paula delivers the translation through hand gestures and facial expressions on the computer screen.
The DePaul University American Sign Language project combines computer technology and linguistics research to bridge the communication gap between the deaf and hearing worlds, its team of deaf and hearing researchers is working towards the realization of a digital English-to-ASL translator.

Law Enforcement and the Deaf/ Hard of Hearing Community

Officer Melton's eight-hour presentation "Bridging the Gap Between Law Enforcement and The Deaf/Hard of Hearing" is tailor-made for law enforcement officers and cadets. In it he impresses on officers how to understand, relate to and effectively deal with the cultural differences between themselves and the deaf/hard of hearing person. It provides basic information that can be used as a foundation for expanding awareness of the deaf/hard of hearing cultures and related legal issues.
