IBM Home Page Reader
IBM Home Page Reader 2.0 from IBM Special Needs Systems in the US is a talking Web Browser which uses the Via Voice Outloud software synthesiser and Netscape Navigator 3.02 (or higher) to give blind users access to the Worldwide Web. By teaming up the tremendous capabilities of IBM's ViaVoice OutLoud TM text-to-speech, SAPI-compliant speech synthesizer and NetscapeTM NavigatorTM, Home Page Reader orally communicates web-based information just as it is presented on the computer screen. From graphics descriptions and text in column format to tables and data input fields, Home Page Reader audibly provides the complete information the user needs, quickly, easily and efficiently. Home Page Reader audibly communicates complete information from graphical user interface web pages to the user, including tables, frames, forms, and even alternate text for images. The full range of web page data is provided in a logical, clear and understandable manner. Home Page Reader speaks link information or ALT text for objects like images and image maps. In addition, the product speaks HTML 4.0 information provided by web page authors, providing valuable information like summaries and table captions.Using the numeric keypad as an interface, Home Page Reader allows the user to navigate and manipulate web page elements like image and text links, form elements, standard text and frames. With the convenient keys help mode, the user can press any Home Page Reader key combination and hear a description of its use. Skim information quickly as desired With Home Page Reader's fast forward key, the user can skim web pages to quickly locate the desired information. A male voice reads text, while a female voice provides the word links. This simple- to-follow differentiation lets the user navigate the Internet much more efficiently and productively. By accessing page summary data or using a "where am I" command on the keypad, the user can also instantly determine the number and location of elements on the current web page. Home Page Reader provides the user with access to online help and bookmarks, easily retrieved as local web pages with hypertext. Saving and organizing bookmarks with Home Page Reader is easy too. To expand the user's communication with family, friends and business associates, Home Page Reader includes an integrated electronic mail feature called Home Page Mailer.
Home Page Reader also includes its own talking installer, though you may require sighted assistance or a screen reader to install the Netscape Navigator portion of the browser if it is not already installed on your system.

Access Technology For Windows 2000 Now Ready
News Release
National distribution agreement with HumanWare and Optelec
Dolphin readies first Windows 2000 access software for people with visual disabilities
(Loomis, Calif.) - Until now, the introduction of new computer operating systems has been problematic for people who are blind or visually impaired.
The access software overlays they use to interpret the visual information on their monitors is typically unavailable until months following the release of mass-market software products, including operating systems and office software packages. Such delays result in lost time for blind or visually impaired students, and in lost productivity for disabled workers, at staggering cost to businesses.
That's about to change. The release of the new Microsoft Windows® 2000 Professional operating system, expected this fall, will coincide with introduction of a suite of remarkable access software products from Dolphin Computer Access LLC. Dolphin is an independent developer of software enabling blind and visually impaired users to access mainstream computer systems using Windows operating systems. The firm has just signed North American distribution agreement with Optelec U.S. Inc.
"Availability of Dolphin products throughout the United States and Canada has been assured through a new distribution agreement," announced John Whoriskey, president of Optelec, a leading developer and supplier of products for people with low vision. Sales and user support for Dolphin products will be conducted by HumanWare Inc., a division of Optelec. HumanWare specializes in developing and supplying print-access technology products for people with visual, learning and reading disabilities.
The reactive nature of the access technology industry has made simultaneous introduction of access software and new Windows products impossible in the past. The successful new product introductions are the result of strategic product planning from Dolphin's team of professional engineers. Also of immense benefit is the close working relationship between Dolphin and Microsoft Corp., which encompassed the participation of Dolphin in the Office 2000 Deployment Conference, a training conference in which Microsoft's latest business software was presented to key corporate information technology managers. Office 2000 is a suite of products including word-processing, spreadsheet, presentation and communication software applications. Microsoft distributed that pre-release version of Office 2000 on CDs that included Dolphin access software products. The release of Windows 2000 has been greatly anticipated, particularly in networked office environments.
Windows 2000 constitutes an evolutionary advancement of the Windows NT Workstation system, which has been heralded for its security features and stability in networked "client-server" computer operations. The parallel development of the new Dolphin software, Office 2000 and Windows 2000 reflect Dolphin's fundamental philosophy, observes Peter Diamond, Dolphin's president.
"Our goal is to achieve the mainstreaming of visually impaired access on industry-standard systems," said Diamond. "Our three key design criteria are independence, training and cost. We firmly believe that the user should be able to install and run the system with no assistance beyond that any computer user may call upon. Training requirements should be minimal, and cost should be modest and affordable. Those are the precepts that drive Dolphin, and our dedication to them enabled us to achieve what others said couldn't be done."
Founded in the United Kingdom as Dolphin Systems in 1986, Dolphin has been part of the Microsoft beta test team for five years and was the first access technology developer to create a full range of products for Microsoft Windows NT 4.0. Dolphin, with research and development facilities in Worcester, England, has since emerged as the world's leading access technology developer.
Dolphin's range of products enables clients, from individual Windows 95 home users to Windows NT corporate network administrators, to use mainstream Windows environments and applications simply and productively.
For example, use of Dolphin's flagship product, "Supernova," will turn any Windows application into a speaking, magnified program without affecting that application's performance or operation.
Supernova, like all Dolphin software, is currently available for both individual and networked PCs. In a corporate environment, Supernova can be installed in the "profile" of a visually impaired computer user, enabling disabled users to obtain access on all computers throughout a network, without being restricted to designated workstations as they are now.
Conversely, when sighted colleagues log on to the same workstation using their own user profiles, Supernova is not activated. That significant advancement in access provides an important avenue for employers and educational institutions in complying with equal-access provisions of the Americans with Disabilities Act (ADA). Dolphin products generate screen output in the form of large print, synthesized speech or digitized text that can be fed to a refreshable braille display.
Dolphin software is installed as easily as other Windows NT-compatible software, and does not require special knowledge of assistive technology.
"Dolphin software is designed with the technical wizardry 'under the hood' so it will work with minimum configuration," notes Jane Churchward,
Dolphin's California-based vice president of marketing and sales. "The installation process is automatic, and that's significant for information technology managers."
Just as access technology encompasses integration of hardware and software, the availability of access technology products requires a harmonious relationship between manufacturer and distributor.
"By choosing HumanWare/Optelec as its exclusive North American distributor,
Dolphin has not only gained instant sales coverage for its remarkable software, but it has created a synergistic relationship with the world's most innovative developers of large-print and braille hardware," observes Jim Halliday, HumanWare president. "I believe that this alliance has the potential to revolutionize the way we serve blind and visually impaired people for years to come." Peter Diamond adds, "Our job is to provide the tools to facilitate equality of opportunity."
HumanWare, of Loomis, Calif., is a division of Optelec, based in Westford, Mass. Both are subsidiaries of Tieman Group of The Netherlands, the world's largest company serving blind and visually impaired people. Optelec specializes in the development, manufacture and distribution of video magnifiers known as CCTVs (closed-circuit televisions) and also markets magnifying lamps and mirrors, television screen magnifiers, hand-held optical lenses and computer software programs used by people with macular degeneration, retinitis pigmentosa, glaucoma and other disorders that diminish visual function. HumanWare print-access products include Braille terminals, Braille printers, CCTVs, talking palmtop organizers, specially configured talking computers, scanners, and reading systems, designed for people who are blind or have learning or reading disabilities.
