RG 18 Economic Development Corporation (1963-present) History The municipal government established the Baltimore City Economic Development Corporation in 1963 as a quasi-public agency to encourage industrial and commercial development. Other duties of the commission included advising the mayor and city council on policies affecting potential economic expansion as well as monitoring the economic growth of the city. The responsibilities of this agency have remained the same with some organizational changes. Originally the agency consisted of ten members, including representatives of the Association of Commerce, Greater Baltimore Committee, Industrial Real Estate Council of Baltimore, Junior Association of Commerce, Steamship Trade Association, Planning Commission, and four members at large; later a representative of the Committee for Downtown, Inc. was added. Since its inception the agency has been headed by a salaried director hired by the corporation members. In 1968, the municipality expanded the membership of the corporation to fifteen. Starting in the late 1960s the agency received funds for the purchase and lease of properties to assist private businesses. In 1976 the commission merged with the Baltimore Industrial Development Corporation to become the Baltimore Economic Development Corporation - known as BEDCO - under the jurisdiction of the Baltimore City Department of Housing and Community Development (RG 48).
