Baltimore August 13.1902
The Executive Committee met, Governor Smith
presiding.  There were present, Hon. Murray Vandiver,
Hon James McSherry, Hon Saml D Schmucker,
Hon Spencer C. Jones and Hon J.W.Hering.
Mr Pennington, Architect, submitted a com-
munication from Henry Smith & Sons, explaining their
position in reference to their contract for building the
Annex to the State House.
Mr. Pennington also submitted forms of contract
for the work.
Upon motion of Dr. Hering the following resolution was
unanimously adopted.
Resolved that Baldwin and Pennington, Architects, be authorized
to prepare contract with Henry Smith & Sons for the erection
of the Annex for the sum of $246,597, for furnishing all
materials and labor required to erect the proposed addition
to the State House in accordance with the drawinfs and
specifications of the same, embracing the following
changes from the original proposal.-
Using galvanized iron to main cornice; omitting
all the marble from the interior of the building;
omitting the amount allowed for bronze doors;
the state reserving the right to order the interior
marble work
of the two assembly rooms and the amount
allowed for bronze doors, to be done by the contractor
in accordance with the original specifications
for the sum of $30,000 additional provided the
order for same is given within 30 days from
the date of the contract, with the understanding
the such additional work will not accect the
date of completion of all the work set forth
in the said contract; this is November 1.1903.
For such additional materials and labor as
may be ordered in connection with this work
from time to time as per plans and specifica-
tions, the contractors will agree to furnish same
and give them personal supervision to placing
and erecting this work in place as called for
by the plans and specifications, for 5 per cent
in addition to the market rates at the time such
items are ordered, the said price to be ap-
proved by the Executive Committee and
ordered in writing by the Architects.
The Architects were instructed to send the
form of agreement to the Governor for Execution.
