Born May 5, 1964. Raised in Frederick County, Maryland. Attended Columbia Union College, B.S. (business administration); Officer Candidate School, Maryland Army National Guard, distinguished graduate, 1991; U.S. Army War College, M.S. (strategic studies); Capella University, Ph.D. (Industrial and Organizational Psychology); Army Command and General Staff College. Married; two children.

Adjutant General, February 13, 2015-present. Acting Adjutant General, January 21 to February 13, 2015. Assistant Adjutant General for Army, November 3, 2013 to January, 21, 2015. Former director, Joint Staff, Maryland National Guard. Member, Governor's Executive Council, 2015-; Maryland Military Installation Council, 2015-; Council on Open Data, 2015-; Governor's Warrior to Worker Council, 2015-; Maryland Veterans Trust, 2015-.

Served in Maryland Army National Guard, 1980-91 (bronze star, meritorious service medal with two bronze oak leaf clusters; army commendation medal; army reserve component achievement medal with one silver & two bronze oak leaf clusters; maryland distinguished service cross). Managing Director, Public Safety Portfolio, Accenture Federal Services, a consulting firm. Influential Marylander, Daily Record, 2015.
