Biography:

Born Victoria Lynn Gruber. Raised in Silver Spring, Maryland. Received B.A. in government and political science, University of Maryland, College Park, 1991. Received J.D., University of Baltimore, 1997; graduated first in her class. Admitted to the Bar, 1997. Married to Tom Lewis; two children.

President, Student Government Association, University of Maryland, College Park, 1990-1991. Worked as lobbyist with Evans & Stierhoff while attending law school. Began working at the Department of Legislative Services in October, 1999; served as counsel for the Senate Budget and Taxation Committee. Became Chief of Staff to Senate President Thomas V. Mike Miller Jr., in 2006. Named to Maryland's Top 100 Women of 2013 by The Daily Record. Recipient, First Citizen Award, 2013.
