Biography:

Born Joseph Carbery Mattingly on July 7, 1871, in Washington, D.C. Son of Anna Reeves and Thomas Joseph Mattingly. Attended Georgetown Preparatory School; Georgetown University, LL.B., LL.M. Admitted to the Bar, February 19, 1897. Married, Elizabeth Grant. Three children: Anne; Eleanor; Elizabeth. Died on June 4, 1948, in Oxon Hill, Prince George's County, Maryland. Buried at St. Ignatius Church, Oxon Hill.

Practiced law with Snowden Hill and with James Rogers. Judge, Prince George's County Circuit Court, 1923-1941.
