John Phelps (1873-1955)

Biography:

Born in Baltimore, Maryland on July 25, 1873. Son of Martha Woodward and Charles E. Phelps. Attended Baltimore City public schools; Johns Hopkins University; University of Maryland Law School. Admitted to the Bar, 1896. Married first, Alma Turner, 1890; divorced, 1922. Two children, Eleanor and Katherine. Married second, Helene Gigan. Died in Mitchellville, Prince George's County, Maryland, on December 16, 1955.

Worked for Baltimore & Ohio Railroad, 1896-1870. Assistant State's Attorney, Baltimore City, 1870-1874. Lecturer, University of Maryland Law School, 1870-1882. French instructor, Camp Meade, Maryland, during World War I. Consular Agent, French Consulate, Baltimore, 1929-1937; 1939-1940; made Chevalier of the Legion d'Honneur. Unsuccessful independent candidate for Baltimore City Supreme Bench, 1934. Member, Alliance Francaise (former president); Baltimore County Club; University Club.
