Born October 6, 1886, in Maryland.  Son of Robert and Hannah Palmer.  Married.  Died September 30, 1966, in Prince George's County, Maryland. Buried West View Cemetery, Upperville, Virginia.

Justice of the Peace, Prince George's County, 1937-53.
