Bessie M. Decker, who since May 2007 has served as acting Clerk of the Maryland Court of Appeals, has been appointed as the permanent clerk. She succeeds Alexander L. Cummings, who retired after serving in the post since 1983. Decker was to be sworn in Tuesday by Gov. Martin O'Malley. Decker began working in the Court of Appeals clerk's office in 1984 and has been its chief deputy since 1999. With the appointment, Decker becomes the Court of Appeals' 26th clerk since the position was authorized in 1780, and the first female clerk.
