Born, Curtis Bay, Maryland, 1910.  Attended local public schools.  Graduated, St. Charles College with honors, 1930.; Loyola College, valedictorian, 1932.  Received LL.B., University of Maryland Law School, 1935.  Married, Agnes Urbas, 1941;  seven children, Michael P. Kenney, Thomas J. Kenney, Jr., J. Timothy Kenney, Kathleen A. Kenney, Geraldine K. Sweeney, Brigid E. Kenney, and Mary Louise Kenney. Died, Baltimore City, Maryland, May 8, 1991.

Private practice, 1935-1946.  Assistant U.S. Attorney, 1946. Returned to private practice with Kenney & Kaiser, later with Kenney, Gallagher & Ricciuti.  U.S. Attorney, 1963.  Appointed to the Supreme Bench of Baltimore City, 1967.  Defeated in election bid for the Supreme Bench, 1968.  Returned to private practice with Burke, Gerber & Willen.  Master in Equity, Supreme Bench of Baltimore City.  Member, Gamma Eta Gamma legal fraternity.  Arch-diocesan President for Holy Name Society.  President, St. Charles Lay Alumni Association.  Board member, Hibernian Society of Baltimore.
