Biography:

Born Baltimore, Maryland, 1921. Graduated with honors, University of Baltimore, 1951. Amitted to the Bar, June 29, 1951. Married, Mary Kaplow; four children, Lisa C. Sullivan, Patrica L. Sullivan, Pamela Sue Koehler, and Robert L. Sullivan III. Died, October 24, 1977.

Served as staff sergent in Army Air Corps, World War II. Upon admission to the Bar, worked with future Federal judge Simon E. Sobeloff. Practiced with Gordon, Feinblat, Rothman, Hoffbender & Hollander until 1956. Worked in partnership with Albert Sklar from 1956 to 1964, when Sklar was appointed to the Supreme Bench of Baltimore City. Primary legal focus on business and corprate law. Served on Public Service Commission, 1971-1976. Appointed to the Supreme Bench, 1976. Member of a number of state and regional commissions, including the Maryland Energy Advisory Commission, the Washington Metropolitian Area Transit Authority, and the Great Lakes Conference on Public Utilities.
