Biography:

Born Ijamsville, Frederick County, Maryland, 1897. Attended Western Maryland College, completing full course of study in two years. Later studied at Johns Hopkins University and University of Maryland Law School. Admitted to the Bar, March 7, 1925. Married Mildred Wheeler Moylan, 1924; two sons, Daniel Wheeler Moylan and Charles E. Moylan, Jr., who served as State's Attorney and Judge of Court of Special Appeals. Died, July 23, 1969, in Baltimore City.

Prior to judicial career taught at several high schools. Pilot in Naval Flying Corps during World War I. Ran for Mayor of Baltimore, 1935, defeated in Democratic primary. Served as judge of Appeals Tax Court and as Chair of the State Industrial Accident Fund. Appointed to the Supreme Bench of Baltimore City, 1943. Served until reaching constitutional retirement age of 70, 1967. Noted as an outstanding juvenile judge. Active in a number of children's causes, including Boy Scouts, YMCA, and Jewish Big Brother League. Trustee, Western Maryland College.
