Biography:

Born Baltimore, Maryland, 1917. Graduated Forest Park High School, 1933. Received LL.B. University of Baltimore, 1937. Admitted to the Bar November 6, 1937. Received B.A. in accounting, Johns Hopkins University, 1942. Married, Florence Jones (d. 1950), 1933. Remarried, Audrith Arnold (d. 1993), 1951; son, Dulany Foster, Jr. Died March 4, 2005.

Began practice with Weinberg & Sweeten, 1937-1942. Served in Navy, 1942-1946, attained rank of lieutenant. 1946-1947, private practice as partner in Tingley & Foster. Appointed Judge of the Orphans Court, 1947. Chief Judge of the Orphans Court, 1954-1959. Served on Supreme Bench of Baltimore City, 1959-1975, elevated to Chief Judge of the Supreme Bench, 1966. Also served as Administrative Judge, Eighth Judicial Circuit, 1969-1975. Retired from public life, 1975, returning to private practice.
