Biography:

Born, St. Louis, Missouri October 16, 1870. Family later moved to Philadelphia, Pennsylvania. Attended Central High School, Philadelphia. Read law at MacVeagh & Bispham, a prestigious law firm. Graduated cum laude, University of Pennsylvania Law School, 1891. Married Annette Agnus (d. 1946), daughter of Felix Agnus, publisher of Baltimore American and Star, 1896; son, Felix, Agnus Leser, born 1897, and a daughter. Moved to Baltimore City, 1898. Died, June 23, 1960.

Appointed by Mayor Thomas G. Hays to Tax Court of Appeals of Baltimore City, 1901, reappointed four times. Named member of State Tax Commission, 1914. Prominent figure in national tax law policy. Formed firm of Hill, Randall & Leser, 1919. In private practice, involved in a number of prominent cases, including legal tests of Eighteenth and Nineteenth Amendments to the U.S. Constitution. Justice, Supreme Bench of Baltimore City, May 11, 1937 to December 5, 1939. After resignation, ran as Republican for U.S. Senate, defeated by Millard E. Tydings.
