Biography:

Born: January 22, 1862, South Carolina. Son of Rev. J. Julius and Mary (Whittle) Sams. Education: Schools in South Carolina, Carey School, Baltimore, Maryland; Johns Hopkins; University of Maryland School of Law, 1884. University of Virginia. Admitted to the bar, 1885. Formed the law firm of Sams & Johnson. Lecturer, Baltimore University School of Law. Charter Member of the Maryland State Bar Association, 1896-1897. 11th President of the Maryland State Bar Association, 1906-1907. Died September 5, 1909, Atlantic City, New Jersey.

Baltimore City Council member. Member, Maryland House of Delegates, Baltimore City (D), 1892. Chief Judge of the Appeal Tax Court, 1900-1907. Associate Judge of the Supreme Bench of Baltimore City, 1908-1909.
