Biography:

Born March 7, 1863, in Smithville, Maryland. Son of Charles W. and Mary Sophia (Smith) Owens. Married Mary Lowndes, August 1887. One child was born from this marriage. Attended public and private schools in Baltimore, Maryland; Baltimore City College ; University of Maryland School of Law, 1883. Admitted to the bar March 17, 1884. Member of Baltimore Bar Association; Maryland State Bar Association; American Bar Association. Died March 29, 1937, Baltimore, Maryland. Buried at Mount Zion United Methodist Church Cemetery, Lothian, Maryland.

First counsel for State Insurance Department. State's Attorney, Baltimore City, 1903-1912. Associate Judge of the Supreme Bench of Baltimore City, 1926-1937. Chairman of the Maryland Federal War Claims Commission appointed by Governor Albert Ritchie.
