Biography:

Born: October 11, 1862 York, Pennsylvania. Son of Rev. Joseph France and Susan Strickler France. Married Roberta Lee Simon; four children were born from this marriage (Joseph France, Robert France, present Chief Justice of the Traffic Court of Baltiore City. Ernest (France)Caufield and Dr. Richard France). Eduation: public schools of Balitmore; Baltimore City College; Johns Hopkins Univeristy; Baltimore City Law School, 1883. Admitted to the bar 1883. Worked in the law office of John P. Poe 1883. Formed a partnership practicing under the name of Willis, Homer, France & Smith. General Counsel for the United Railways and Electric Company, 1906-1938. Charter Member of the Maryland State Bar Association, 1896-1897. 37th President of the Bar Association of Baltimore City, 1915-1916. 21st President of the Maryland State Bar Association, 1916-1917. Faculty, University of Maryland School of Law where he taught Elementary Law, Pleading and Corporation Law. Died July 26, 1938.
