Biography:

Born New York, New York on March 5, 1895.  Son of Harris and Clara Allen.  Received LL.B., New York University Law School, 1914.  Married twice; three children, Shrago Allen, Mrs. Carmel Isaacs, and Mrs. Paula Rome.  Died, Baltimore, Maryland on July 28, 1970.

Noted for his expertise in management-labor law.  Taught Hebrew, 1911-1915 in New York, before moving to Baltimore in 1923.  Named assistant Baltimore City Solicitor, 1931.  Served on War Labor Board, 1942-1945.  Peoples' Counsel, Public Service Commission, 1951-1955.  Chair, Maryland State Tax Commission, 1955-1956.  Utility administrator, Baltimore Transit Co., 1956.  Supreme Bench of Baltimore City, 1956-1963.  City Solicitor, 1963-1968.  Returned to private practice until named chair of Airport Board, 1969.  Taught corporation law at University of Baltimore Law School.  Chairman of the Board, Beth Tflioh Congregation; Baltimore Zionist Council.  President, Maryland State Federation of Zionists; Jewish National Fund of Baltimore.
