Biography:

Born Harry Lippincott Webb Hopkins, in Baltimore, Maryland on May 7, 1926. Son of William Wyllie Hopkins, Sr. and Annabel Webb Hopkins. Attended Bel Air High School. Married to Annie Laurie Rampley; three children. Died August 11, 2013, in Bel Air, Maryland. Buried at Bethel Presbyterian Church Cemetery, White Hall, Maryland.

Register of Wills, Harford County, 1986-2010. (Republican, 1986-2006; Democrat, 2006-2010.) Retired November 30, 2010. Also served as a Judge of the Harford County Orphan's Court during the 1960's & 1970's.

Served in U.S. Army (World War II Victory medal); U.S. Army Air Force Reserve Corps. Insurance agent. Past vice-president, Harford Finance Company. Former underwriter, Harford Mutual Insurance Company. Harford Living Treasure, Harford County Council, 2011. Member, St. Mary's Episcopal Church, American Legion Post #39, Bel Air Rotary Club, Highland Society of Harford County, Harford County Historical Society, VFW, and Mt. Ararat Masonic Lodge.
