Born in Fort Meade, Maryland, August 3, 1957. St. Mary's College of Maryland, B.A. (economics), 1979; University of Edinburgh, Edinburgh, Scotland, summer 1979; University of Baltimore School of Law, J.D., 1986 (president, black law students association, 1986). Admitted to Maryland Bar, 1986.

Associate Judge, Baltimore City Circuit Court, 8th Judicial Circuit, since December 3, 2002. Judge-in-Charge, Civil Docket, 2013-. Member, Criminal Law and Procedure Committee, Maryland Judicial Conference, 2012-.
