Biography:

Born March 20, 1940, in Washington, D.C. Attended University of North Carolina, B.A., 1966; Maxwell School of Public Affairs of Syracuse University, M.P.A., 1967. Married. Four children.

U.S. Army paratrooper, 1960-1962.  Staff, North Carolina, Department of Correction, 1967-1973.  Commissioner, Massachusetts Department of Correction, 1973-1979.  Director, New York State Division of Youth, 1979-1983. Secretary, Department of Public Safety and Correctional Services, 1983-1986.

Member, American Correctional Association; American Probation and Parole Assocation; National Association of Administrators of Juvenile Correctional Agencies; Maryland Corrections, Parole, and Probation Assocation; National Assocation of Correctional Administrators.
