Biography:

Born December 9, 1939, in Baltimore, Maryland.  Attended the University of Maryland, B.A., 1963; State Univeristy of New York, M.S. (psychology), 1967; American University (Correctional Administration), 1965; University of Southern California (Education and Criminal Justice Administration), 1967-69; The Wharton School, University of Pennsylvania (Strategic Managment in Corrections), 1967.  Died June 25, 2008, in Parkville, Maryland.

Captain, Security and Law Enforcement Officer, U.S. Air Force, 1963-1970. Member, American Correctional Association; Middle Atlantic States Conference of Correction; Maryland Conference of Social Concern; Maryland Parole, Probation, and Correctional Assocation. Warden, Baltimore City Jail, 1973-1979. Secretary, Department of Public Safety and Correctional Services, 1979-1981.
