Biography:

Born c. 1912, in Oliphant, Pennsylvania.  Attended, St. Charles College, Catonsville, Maryland; Fordham Law School, 1937. Married Mary E. Eckenrode. Three children: Margaret A. (Lally) Purnell, Robert J. Lally, Jr., and Peter J. Lally. Died August 27, 1990, in Catonsville, Maryland.

Agent, Federal Bureau of Investigation, 1937-1962.  Chief of Police, Baltimore County Police Department, 1962-1968.  Superintendent, Maryland State Police, 1968-1970.  Secretary, Department of Public Safety and Correctional Services, 1970-1979.  Member and officer, International Association of Chiefs of Police.
