Born in Lothian, Maryland, February 18, 1944. Attended Owensville Elementary School; Southern High School; George Washington University, B.A.; University of Massachusetts at Amherst, M.A. (education administration). Married to David M. Sheehan; two children.

Member, Advisory Council for Port Land-Use Development, 1998-2005; Governor's Workforce Investment Board, 1999-2004; State Commission on the Capital City, 1999-2006; Special Committee on Voting Systems and Election Procedures in Maryland, 2000-01. Board of Visitors, R Adams Cowley Shock Trauma Center, University of Maryland Medical System. Chair, Board of Directors, Baltimore Metropolitan Council, 2003 (member, 1998-2006). Chair, Baltimore Regional Transportation Board, 2005-06. Executive Director, Housing Authority, Anne Arundel County, 1984-86. Director, Department of Aging, Anne Arundel County, 1986-90.
