Biography:

Born May 31, 1924, in Baltimore to James H. Norris, a judge, and his wife. Attended Baltimore City College, 1942; Loyola College, B.S., 1948; Columbus School of Law at Catholic University, L.L.B., 1953. Admitted to the Maryland Bar, October 1953. Catholic. Married Nancy Lou Miller, May 21, 1955. Seven Children: Karen H. Perry; Anne L. Butterworth; Mary C. Felando; James H. Norris III; Edward A. Norris; Michael V. Norris; Douglas A. Norris. Died April 8, 2002, Tarpon Springs, Florida. Buried, Arlington National Cemetery.

During World War II, James H. Norris, Jr., was drafted into the Army's 148th Combat Engineers Battalion, and landed on Utah Beach the day after D-Day. He remained in the reserves for twenty-four years, working in the Judge Advocate General corps, and achieving the rank of Major. He was admitted to the Maryland Bar, October 15, 1953. He served as an Assistant Attorney General of Maryland for seven years, where he argued cases before the Maryland Court of Appeals, the United States Court of Appeals for the Fourth Circuit, and the United States Supreme Court. He also assisted in the acquisition of Assateauge Island by the state of Maryland, and in an investigation of the state's Savings and Loans assocations.  Instructor, Mr. Vernon School of Law, 1959-date uknown. Became Chief Deputy Clerk for Court of Appeals, August 13, 1963. Sworn in as Clerk of the Court, September 1, 1971. In January 1983, replaced Judge William H. Adkins II as State Court administrator. Retired 1990. Member, American Bar Assocation; Maryland Bar Assocation; Bar Association of Baltimore City. Member and past president, Federal Bar Association.
