Biography:

Born: March 18, 1877, Baltimore, Maryland. Son of Arthur W. Machen Sr. Education: Johns Hopkins 1896; Harvard Law School, 1899. Admitted to the bar 1899. Practiced law in his father's firm. Published a two volume book entitled The Modern Law of Coporations in 1908 and A Teatise on the Federal Coporation Tax Law of 1909. Named one of the pre-eminent Baltimore lawyers and judges of the 20th century. 46th President of the Maryland State Bar Association, 1939-1940. Died 1950.

Special Assistant to U.S. Attorney, 1914-1915. Chairman of the Maryland Tax Revision Commission, 1927
