Biography:

Born near Churchville, Harford County, Maryland, October 23, 1858.  Son of  Dr. David and Margaret Rebecca Harlan.  A.B., St. John's College, 1878; LL.B., University of Maryland, 1881; A.M., St. John's, 1884; LL.D., St. John's, 1894; LL.D., St. Lawrence University, 1935.  Admitted to the Bar, May 30, 1881.  Married, Mary Hellen Altemus, December 19, 1889; four children, David Harlan, Henry Altemus Harlan, Mrs. John R. Paul, and Mrs. R. Marsden Smith.  Died in Baltimore, September 6, 1943.

Studied law with Henry Ferandis and with firm of Johnson & Poe.  Secretary of the faculty, University of Maryland, 1882.  Professor of law, University of Maryland, 1883-1913; Dean of Law School, 1910-1932.  Appointed Chief Judge of the Baltimore City Supreme Bench, October 22, 1888, the youngest judge ever appointed, barely meeting constitutional age requirements.  Served until resignation, December 31, 1913.  Director and general counsel, Fidelity Trust Co., 1914, later vice president.  Member, Public Improvements Commission, 1920-1941.  Chair, Municipal Music Board, 1942-1943.  Trustee, Johns Hopkins Hospital, 1895-1941, president of Board of Trustees, 1903-1941.  Charter member, Maryland State Bar Association, 1896-1897.  Trustee, Johns Hopkins University, 1904-1943.  Active in leadership of Emmanuel Episcopal Church.
