Biography:

Born in Cleveland, Ohio on August 26, 1860.  Son of John Butler Williams and Caroline Winslow.  Studied at Baltimore City College at The Johns Hopkins University; graduated from Columbia Law School, New York, 1883.  Married Anne Foster.  Resided in Baltimore.  Died in 1925.

Attorney, Office of the State's Attorney, Baltimore, 1883-87.  Member of the law firm of Williams, Thomas & Williams.  Judge advocate general, 1904-08. Secretary of state, 1908-12.
