Biography:

Born 1843, probably in Prince George's County.  Married Margaret Regester.  Died April 4, 1903 at his residence in Washington D.C.; buried at Mount Olivet Cemetery, Baltimore.

State stenographer, 1896.  Assistant secretary of state under Richard Dallam, 1897-98.  Secretary of state under Governor Lloyed Lowndes, 1899-1900.
