Biography:

Born in Washington, D.C., May 10, 1943.  Attended Montgomery County public schools; St. Albans School; Princeton University, A.B., high honors, 1965; University of Virginia Law School, J.D., 1968. Married.

General Assembly:
House of Delegates, Legislative District 18 (D), Montgomery County, 1975-81.  Chair, Montgomery County delegation, 1978-81.  Chair, House Appropriations Subcommittees on Zero-Base Budgeting and Sunset Laws.

Private Career and Other Public Service:
Captain, U.S. Army, Germany and Vietnam, 1968-71.  Chair, Montgomery County Task Force on Land Records.  Member, Governor's Task Force on Campaign Financing, 1974-76; Dewberry Commission on Reorganization of the Executive Branch, 1976-78; Scanlan Commission on State-Local Fiscal Relations, 1979-80.  President, member-at-large, Montgomery County Council, 1983-86.
