Biography:

Born Ross Wilson Scarff in Fallston, Maryland, June 15, 1926.  Son of G. Ross and Addie (Wilson) Scarff.  Attended Harford County public schools.  Married to Elizabeth Koller.  Died March 16, 2009, in Bel Air, Maryland.  Buried at Bel Air Memorial Gardens, Bel Air, Maryland.

General Assembly:
House of Delegates (R), Harford County, 1963-74.

Private Career and Other Public Service:
Merchant.  Served in U.S. Army, 1951-53.  President, Young Republican Club of Harford County.  Member, official board, Fallston Methodist Church.  Director, Maryland Tuberculosis Association.  Member, Grange; Fallston Ruritan Club.
