Born in Washington, D.C., May 20, 1942.  Attended Washington, D.C., Prince George's County, and Anne Arundel County public schools; University of Maryland, B.A., 1964; University of Maryland School of Law, J.D., 1967.  Admitted to the Maryland Bar, 1967.

General Assembly:
House of Delegates, Legislative District 6A (D), Anne Arundel County, 1971-74.

Private Career and Other Public Service:
Chair, Democratic State Central Committee of Anne Arundel County.  Director, Young Democrats.  Member, Maryland Advisory Council on Mental Hygiene, 1987-88.  Member, Maryland State, American and International Bar Associations; American Political Science Association.
