Born in Washington, D.C., October 6, 1931.  Attended Oberlin College, B.A., 1953; Columbia University School of Law, LL.B., 1958.  Married; four children.

General Assembly:
House of Delegates, Districts 1 & 18 (D), Montgomery County, 1971-89.  Member, Judiciary Committee, 1971-73.  Chair, Montgomery County Delegation, 1971-78.  Member, Constitutional and Administrative Law Committee, 1974, 1977-89; Ways and Means Committee, 1975-76.  Vice-chair, Rules and Executive Nominations Committee, 1979-87, member, 1979-89.  Member, Legislative Policy Committee, 1979-89; Legislative Management Subcommittee, 1979-87; Spending Affordability Committee, 1982-87.   Majority leader, 1979-87.  Speaker pro tem, 1987-89.

Private Career and Other Public Service:
