Biography:

Born in Leonardtown, Maryland, February 1, 1937.  Attended St. Mary's Academy and Charlotte Hall Military Academy.  Married to Catherine Ann "Kitty" Mattingly; seven children. Died May 1, 2005, in Charlotte Hall, St. Mary's County, Maryland. 

General Assembly:
House of Delegates, Legislative Districts 29 & 28B (D), Charles and St. Mary's Counties, 1981-86.  Member, Environmental Matters Committee.

Private Career and Other Public Service:
Farmer and businessman.  Corporal, Maryland National Guard, 1953-58.  Vice-president, Board of County Commissioners, St. Mary's County, 1974-78.  Member, Metropolitan Commission; Board of Recreation and Parks; Commission on Aging; Transportation Committee; County Building Committee; Greenwell State Park Advisory Committee; Tri-County Council; Maryland Association of Counties Planning Committee.  County negotiator for State purchase of Charlotte Hall School property.  Member, Farm Bureau Board of Directors; Soil Conservation Service Board of Supervisors; Leonard Hall Junior Naval Academy Board of Trustees; Mechanicsville Lions Club Board of Directors; Chamber of Commerce Board of Directors, 1979-date unknown; Judicial Nominating Commission, 1979-date unknown; Maryland Heritage Committee. Founder of the John K. Parlett Farm-Life Museum of Southern Maryland which sponsors the annual Southern Maryland Farm-Life Festival.
