Biography:

Born in Baltimore, Maryland, August 26, 1929.  Attended Baltimore public schools.  Married; two children, six grandchildren.  Died February 13, 2002  at St. Agnes HeathCare of complications from treatment for lung cancer.

House of Delegates, Legislative Districts 12 & 13 (D), Baltimore County, 1975-94.  Member, Economic Matters Committee.  Chair, Mortgage Broker/Banker Regulation Subcommittee.  Member, Mandated Benefits Subcommittee; Unemployment Insurance Subcommittee; Rules and Executive Nominations Committee; Joint Subcommittee on Unemployment Insurance Taxation and Charging.  Vice-chair, Baltimore County delegation, 1987-90.

Private Career and Other Public Service:
Served in U.S. Army.  Tavern owner.  Vice-president, Morsberger Development, Inc.  Member, Task force to Study Off Track Wagering, 1981-82; Task Force to Study Home Improvement Laws, 1983-84; Governor's Task Force on Self Insurance, 1987-88.  Chair, Baltimore County Democratic Party State Central Committee of First District, 1966-74.  Alternate delegate, Democratic Party National Convention, 1968.  Board member, German Children's Home.  Member, Ridgeway Consolidated Democratic Club; Catonsville Businessmen's Association; Catonsville Hunt Club; Catonsville Historical Society; American Legion; Masons; Shrine; Elks.
