Biography:

Born in Sandy Spring, Maryland, June 15, 1931.  Attended Montgomery County and Baltimore City public schools; Wesleyan University, B.A., 1953; Georgetown University School of Law, LL.B., 1955.  Admitted to the Maryland Bar, 1956.  Married to Jo Anne Trice Miller; four children. Died June 25, 2014, in Easton, Maryland. 

General Assembly:
House of Delegates (R), Montgomery County, 1963-66.  Chair, Montgomery County delegation, 1963-67.  Member, Legislative Council, 1963-66.

Private Career and Other Public Service:
Attorney.  Vice-president, Rockville Junior Chamber of Commerce, 1957.  President, Rockville Chamber of Commerce, 1957-58.  Legal counsel, Maryland Junior Chamber of Commerce, 1958.  Member, executive committee, Camp Echo Lake for Underprivileged Children, 1958-61.  Vice-president, Montgomery County Chamber of Commerce, 1959-61.  Vice-president, Montgomery County Young Republican Club, 1959-61.  Business chair, Montgomery County Heart Fund, 1962.  Chair, Montgomery County Republican State Central Committee of Maryland, 1967-68.  Member, Governor's Commission on Reorganization of the Government of the State of Maryland, 1968-69; Judicial Conference Committee to Consider Standards for Admission to Practice in Federal Court, 1976-79; Judicial Conference Special Committee for Implementation of the Recommendations of the Judicial Conference Committee, 1979-; Judicial Conference Committee on Operation of the Jury System, 1983-.  Judge, U.S. District Court, District of Maryland, 1971-86.  Member, Montgomery County, Maryland State and American Bar Associations; American Judicature Society; Maritime Law Association of the U.S.; Montgomery County Historical Society; Alpha Delta Phi.
