Biography:

Born James Manning McKay in Hollywood, Maryland, October 23, 1919.  Son of George Franklin and Mary Blanche (Clements) McKay.  Attended St. Mary's County and Washington, D. C. public schools.  Married; eight children.  Died December 9, 2008, in Leonardtown, Maryland.  Buried at St. John's Catholic Church Cemetery, Hollywood, Maryland.

General Assembly:
House of Delegates (D), St. Mary's County, 1971-74.

Private Career and Other Public Service:
Retail merchant and farmer.  Served in U.S. Navy in World War II.  Member, Federal Statutory Board of Review, 1963-64; U.S. Navy Department Area, Wage and Classification Board, 1963-64; U.S. Naval Air Station, Safety Appraisal Commission, 1968-69.  1st district president, St. Mary's County Board of County Commissioners, 1975-78.  Member, Tri-County Council for Southern Maryland.  Member, National Association of Supervisors, DOD; Lions Club; Knights of Columbus; American Legion.
